The U.S. Senate is set to consider an amendment that could save the Recreational Trails Program (RTP). Senator Amy Klobuchar (D-Minn.) is offering the amendment to revise the Senate transportation bill entitled "Moving Ahead for Progress in the 21st Century," or MAP-21.

The current draft of MAP-21 would essentially destroy the RTP by eliminating its dedicated funding source. This amendment is necessary to restore the RTP.

The RTP was created on a bipartisan basis in 1991 to provide funds to the states to develop and maintain recreational trails and trail-related facilities for both non-motorized and motorized recreational trail uses. Funds for the RTP come from taxes generated by fuel used for off-highway vehicle recreation -- by snowmobiles, all-terrain vehicles, off-highway motorcycles and off-highway light trucks.
